PUBLIC DISCLOSURE DOCUMENT - URBAN INFRASTRUCTURE PROJECTS

PREFACE

Government of Tamil Nadu is implementing the World Bank aided 3rd Tamil Nadu Urban Development Program (TNUDP III) with an outlay of US $ 437 Million with a view to improve the delivery of urban services. The Tamil Nadu Urban Infrastructure Financial Services Ltd. (TNUIFSL), Chennai are the fund Managers.

Improvement of urban services in Tamil Nadu except Chennai city, the Urban Investment components covered under the above program with an outlay of US $ 287 Million. This component is coordinated by The Tamil Nadu Urban and Infrastructure Financial Services Ltd. (TNUIFSL) and implemented through Urban Local bodies with the help of other government departments.

OBJECTIVE

The prime objective of the project is to significantly improve the general living standards within the urban localities and strengthen the urban infrastructure in Tamil Nadu and to accelerate economic growth and reduce poverty.

TNUIFSL intend to promote environmentally sound, socially acceptable and commercially viable urban infrastructure projects by integrating environmental and social consideration in to their lending operations.

Projects: Under the urban infrastructure projects TNUIFSL is expected to finance the following categories of sub-projects:

• Water Supply augmentation and Improvements
• Under Ground Sewerage Schemes
• Solid Waste Management
• Transportation including Urban Roads and Traffic Management
• Commercial Complexes
• Non-commercial / Community Amenities
• Integrated area Development

As part of this component, the following sub-projects have been identified by the TNUIFSL / CMA for implementation in the first phase.

INFRASTRUCTURE PROJECTS FOR URBAN LOCAL BODIES IN TAMIL NADU

As part of this component, the following sub-projects have been identified by the empower committee for implementation.

WATER SUPPLY SCHEMES

• Combined Water Supply Scheme to Kurichi, Kuniamuthur Municipalities & Kinathukadavu Special Village Panchayat and
• Kavundampalayam Municipality & Vadavalli Special Village Panchayat
• Krisnhagiri water supply scheme

SEWERAGE SCHEMES

• Underground Sewerage Schemes to various municipalities in Tamil Nadu.

Detailed Project Report (DPR) for the works, are prepared under separate consultancy contracts. Besides detailed technical proposals, the environmental and social aspects are forming part of the above DPRs. Upon finalization of DPRs, the execution will be carried out by the CMA/TNUIFSL, through separate work contracts for each subproject.

Water supply and sewerage are important basic needs affecting quality of life and productive efficiency of the people. Provision of these basic services continues to be among the core activities of urban local bodies. The proposed project will serve number of towns in Tamil Nadu with better access to the basic services.

Based on the environmental examinations carried out, the project will not cause any significant environmental problems resulting from its implementation. The project is expected to have a positive social impact based on the information gathered during preparation of the project, it is not expected that any relocation and resettlement will be required.
As per the agreed terms with the World Bank, implementation of these sub projects should satisfy the Environmental and Social Framework (ESF) evolved for safeguarding the environmental and social concerns associated with such projects. The ESF broadly encompasses all requirements relevant to the environmental and social safeguard as per prevailing Policy/Guidelines and Notifications of various Government Agencies.   Implementation of requirements under this Frame work is monitored by a team of Environmental and Social Safeguard Managers to help achieve the perceived social and environmental benefits over the life of the projects.
